Subject: ABFM asks SETMA to allow their data to be used in a new project

This is a note from the Vice President for Research and Policy for the American Board of Family Medicine.  SETMA is participating with two other practices in a research project with the ABFM.  The Agency for Healthcare Research and Quality (AHRQ), a section of Health & Human Services (HHS) did not fund the project but is expected to do.  This delays the starting of the project due to the need to have an IRB (Institute Review Board) endorsement of the project. Funding by the AHRQ provides liability insurance for the ABFM but because SETMA providers have been public reporting by provider name on 300 quality metrics, we do not need IRB or AHRQ endorsement. 

In order to move this project forward, SETMA’s Board Certified Family Physicians were asked to give permission for their data to be used.  All of our colleagues gave permission for their data to be used.  And, they gave that permission instantly. 

This redundant permission gives the ABFM addition comfort in moving forward.  Below you see the comments by the Vice President about SETMA’s role in the future of Maintenance of Certification by all family physicians in America.  

Once again SETMA is blazing a new trail by participating in a major project outside of the typical activities of a medical practice.

You all are the best! I have heartened and humbled by your generosity. Your data will help us set up the data exchange process and test putting data into diplomate portfolios. Your data will not be used in any way other than to test our processes for the study, once it is launched, but it will be tremendously valuable for that purpose.  I have every confidence that when this is up and running you all will be the benchmark for high quality when other physicians compare their outcomes. The goal of this whole process is to make Maintenance of Certification easier and more meaningful. (highlighting added)

They want to use your patient data  and they want your permission to get provider specific data. It is the same deidentified data that is on our website.

The attached is the American Board of Family Medicine’s (ABFM) application for a study grant from the Agency for Healthcare Research and Quality (AHRQ).  The ABFM has asked SETMA to participate in this grant application and in the study which will result if it is awarded.   The formal grant application is to Department of Health and Human Services  Participating Organizations Agency for Healthcare Research and Quality (AHRQ), (http://www.ahrq.gov) Components of Participating Organizations  Agency for Healthcare Research and Quality (AHRQ),  (http://www.ahrq.gov)Title:  Exploratory and Developmental Grant to Improve Health Care Quality through Health Information Technology (IT) (R21).
The attachment is the content of the draft proposal for the grant application. (At present this is confidential and is not for duplication or distribution)  I have highlighted the sections which address SETMA (pages 4, 6, 13, 14, 15, 17 and 18).  Once again, this gives SETMA the opportunity to participate in the larger community of healthcare transformation.
